Engineering

The Engineering Division provides administration, design, and construction management for the City’s Capital Improvement Program (CIP), and provides review services for Encroachment Permits Applications and Development Projects. The Engineering Division coordinates water, sewer, and pavement master plans; inspects construction within the public right-of-way to verify conformance with the permit conditions and compliance with the latest City codes; administration of several special funding sources, such as Measure M, Gas Tax, and Sanitation funds; management of encroachment and traffic control permits for any work within the public right-of-way; coordination of projects with other City departments; utility coordination; and record drawing management.

Engineering Services by Appointment

Counter service for engineering services is provided during the following hours at the Brea Civic and Cultural Center on the third floor of the Brea Civic & Cultural Center:

  • Monday through Thursday
     8:30 a.m. - 5:30 p.m. 
  • Friday (alternating weeks)
     8:00 a.m. - 5:00 p.m. 

To maximize customer convenience, it is highly recommended that an appointment time be scheduled. Please keep in mind, that the City of Brea is closed on alternate Fridays as shown on this calendar. You may call 714-990-7667 for appointments.

Encroachment Permits

An Encroachment Permit is required from the Public Works Engineering prior to any construction or construction staging with the public right-of-way or within public easement areas.  To submit an Encroachment Permit Application with the City of Brea, download and fill out the Public Works Encroachment Permit Application that can be found under Engineering Reference Documents, and submit via e-mail to pwencroachmentpermit@cityofbrea.net.  All questions regarding Public Works Encroachment Permits should be submitted via email to pwencroachmentpermit@cityofbrea.net. Address Request Applications

The City of Brea Engineering Division coordinates the issuance of addresses within the City limits.  In order to submit an Address Request Application, download and fill out the Public Works Encroachment Permit Application that can be found under Engineering Reference Documents, and submit via e-mail to pwencroachmentpermit@cityofbrea.net.  All questions regarding Address Request Applications should be submitted via email to pwencroachmentpermit@cityofbrea.net.  If you need additional assistance, please contact the Public Works Department by phone at 714-990-7691, and you will be directed appropriately.  Please refer to the Public Works Fee Schedule section below for guidance on fees that may be applicable to your application.  

Development Permits

A Public Works permit is required for all off-site improvements associated with Development Projects.  Please download and fill out the Public Works Development Permit Application prior to submittal.  This application provides a checklist of materials that you can bring to your plan check meeting.  Please refer to the Public Works Fee Schedule section below for guidance on fees that may be applicable to your application.  If you are in need of assistance, please contact the Public Works Department by phone at 714-990-7691.

Fees will be assessed during plan check and will be based on the Public Works Permit and Inspection Initial Fees found within the City of Brea Development Fee Schedule.  The Public Works Permit and Inspection Initial Fees outline the fees associated with Plan Check and Permitting, Development Project, and Encroachment Permit reviews, as well as the rate schedule for services provided by the Public Works Engineering Division.  The City of Brea Development Fee Schedule can be found at the link below, or can be provided at the Community Development front counter.

Period Opens for Qualification of Contractors

The Public Works Department of the City of Brea invites interested contractors to complete a Contractor’s Qualification Application to be placed on the City of Brea’s 2022 Qualified Contractors list. This list is designed so contractors can receive “Notice Inviting Bids” for informal projects under $200,000 in their work category, per California Public Contract Code Section 22034.
